It's the dimples (not shown here), and according to this photo, his super nice, hot body. And he's funny. He can make fun of himself (on MAD TV). I haven't watched Survivor in years, but if I did, it would be for the constant male shirtlessness (Richard Hatch aside), and Jeff's charm and the cutest of all dimples.
